ifplugd: if SIOCSIFFLAGS fails with ENODEV, don't die
Some user managed to hit a race where iface is gone between SIOCGIFFLAGS
and SIOCSIFFLAGS (!). If SIOCSIFFLAGS fails, treat it the same as failed
SIOCGIFFLAGS
