Subject: Patch from Matt Kraai to fix debian bug #227081

cp does not truncate existing destinations.  That is, after
running

 echo foo > foo
 echo fubar > fubar
 cp foo fubar

the contents of fubar are

 foo
 r

instead of

 foo
