I broke this when I added the masking out of the S_IFMT bits for macOS,
because string_to_mode needs the full mode with those extra bits,
specifically so that it can recognize directories for +X to work.
I've duplicated chtest rather than change chtest to explicitly set the
modes to 000 before running the given chmod command because I didn't
want to touch *all* the tests and obscure the addition of just one.

The kernel will do this for us on both Linux and macOS, but error
messages are a bit misleading if we don't do it ourselves --- it
can look as if the failure is because of the type bits.

Found trying to run the libc++ tests.
For coreutils, `info chmod` says:
'chmod' ignores symbolic links encountered during recursive directory
traversals.

calls, adjusted call sequence, etc. (And let rm _not_ do this, because posix.)

right in years (ubuntu broke its' vim implementation). Remove trailing spaces. Add/remove blank lines. Re-wordwrap in places. Update documentation with new coding style.
The actual code should be the same afterward, this is just cosmetic refactoring.

FOR_commandname before #including toys.h to trigger it. Rename DEFINE_GLOBALS() to just GLOBALS() (because I could never remember if it was DECLARE_GLOBALS). Convert existing commands to use new infrastructure, and replace optflag constants with FLAG_ macros where appropriate.
